Founded by John “Chip” Moore, a longtime civic leader and advocate for progressive governance in Berkeley, our firm provides expert guidance in political strategy, policy development, communications management, and network building. Jessica Olney is an experienced practitioner, researcher, facilitator, policy analyst and advocate with nearly two decades of experience supporting conflict-affected populations and policymakers in fragile and humanitarian contexts. She has led numerous mixed-methods studies, developed programs and strategic roadmaps, and consulted for various governments, embassies, international NGOs, UN agencies, universities, institutional and private donors, and the International Criminal Court.
Jess is passionate about supporting members of conflict-affected communities to raise their own voices and has trained dozens of young researchers and advocates in South Asia, Southeast Asia, and the Middle East. She provides extensive pro bono support to community-based organizations in the places she works.
